Why did the UN create UNRWA? Because the member nations realized that their midwifing the birth of the state of Israel undercut the UN's messianic self-image.
Not the right time? The perfect time. UNWRA must be abolished and if a normal pro Western administration were in the White House it would be. The return of UNWRA to Gaza means a return to the October 6 status quo. That cannot. Must not be allowed.
Hasn't Israel also said earlier in the war that UNWRA Is needed? (Though I agree with you, UNWRA particularly within Palestine should have been disbanded decades ago)

One cannot build a respected and morally credible international organization of nations upon foundational rot no matter now you dress it up.
